Appropriates $1 million from the General Revenue Fund to the Department of Children and Family Services for compensation to L.T., a minor, through her permanent custodian Vicki McSwain, for injuries from negligence by DCF employees.

Requires the Chief Financial Officer to draw a warrant for $1 million payable to L.T. through her custodian from state treasury funds not otherwise appropriated.

Directs that after payment of attorney's fees, lobbying fees, costs, and other similar expenses relating to the claim, outstanding medical liens, and immediate needs, remaining funds shall be placed in a special-needs trust for L.T.'s exclusive use and benefit.

Limits attorney's fees, lobbying fees, costs, and other similar expenses to not exceed 25 percent of the total $1 million award.

Designates the $1 million award as sole compensation for all present and future claims arising from the factual situation described in the bill's preamble.
