Finds the Department of Transportation 36 percent liable for negligence related to a clogged drain that caused standing water and contributed to the accident.

Caps attorney's fees, lobbying fees, costs, and similar expenses at 25 percent of the awarded amount.

Designates the appropriation as sole compensation for all present and future claims arising from the incident.
