Appropriates $650,000 from the General Revenue Fund to the Department of Health for compensation to Yvonne Morton for injuries sustained in a January 2, 2007 automobile accident caused by a Department of Health employee.

Directs the Chief Financial Officer to issue a warrant to Yvonne Morton for $650,000 from the State Treasury, combined with the Department of Health's $100,000 statutory liability payment, for total compensation of $750,000.

Limits attorney's fees, lobbying fees, costs, and other expenses relating to this claim to no more than 25 percent of the $650,000 award.

Declares that the combined $750,000 payment constitutes sole compensation for all present and future claims arising from the accident that caused Morton multiple injuries including fractured ribs, scalp hematoma, and central cord syndrome requiring surgical fusion.
