Authorizes the Broward County Sheriff's Office to appropriate and pay $12 million to Eric Brody as compensation for injuries sustained from negligence in a March 3, 1998 motor vehicle collision involving a sheriff's deputy.

Combined with the $200,000 already paid under Florida Statutes section 768.28, this $12 million represents sole compensation for all claims arising from the incident.

Limits attorney's fees, lobbying fees, costs, and related expenses to 25 percent of the total $12.2 million awarded, payable only to attorneys and lobbyists currently retained by claimants.

Requires that state lien interests held by Medicaid, Medicare, or the Agency for Health Care Administration be paid from the settlement prior to distribution of funds to Brody, with no waiver of these liens permitted.
