Appropriates funds from the General Revenue Fund to compensate victims who were abused while confined to the Florida Reform School for Boys in Marianna and Okeechobee during the 1940s, 1950s, and 1960s.

Directs the Chief Financial Officer to issue warrants to abuse victims from State Treasury funds for injuries and damages sustained from beatings, sexual assaults, and other abuses perpetrated by reform school personnel.

Limits attorney's fees, lobbying fees, costs, and other similar expenses to a maximum of 25 percent of the total award amount.

Specifies that the appropriated amount provides sole compensation for all present and future claims arising from the abuses described in the bill.

Preserves the state's sovereign immunity defense and does not increase liability limits under Florida Statutes section 768.28 or other law.
