Appropriates $810,000 from the General Revenue Fund to purchase an annuity for William Dillon, who was wrongfully incarcerated for 27 years and exonerated by DNA evidence.

Directs the Chief Financial Officer to use the appropriated funds to purchase an annuity through an insurance company or financial institution selected by William Dillon.

Waives tuition and fees for William Dillon for up to 120 hours of instruction at Florida career centers, community colleges, or state universities, provided he meets regular admission requirements and maintains satisfactory academic progress.

Requires William Dillon to execute a release and waiver of all claims against the State of Florida and related entities as a condition for receiving the annuity payment.

Establishes that this compensation is the sole recovery for all present and future claims related to his wrongful conviction and incarceration, and voids benefits if a court later finds him guilty of the crime.
