Authorizes the City of Miami to appropriate and pay $550,000 plus 6 percent per annum interest to Melvin and Alma Colindres as compensation for the wrongful death of their son Kevin Colindres, who died in 2007 following police negligence.

Kevin Colindres, a severely autistic and intellectually disabled individual, died on January 5, 2007, after police officers restrained him prone on the ground for over 10 minutes, applied weight to his back, failed to monitor vital signs, and delayed emergency response when he stopped breathing.

The payment of $550,000 combined with the $200,000 the City of Miami paid under its statutory liability limits provides sole compensation for all present and future claims arising from Kevin Colindres' death.

Limits attorney's fees, lobbying fees, costs, and similar expenses related to this claim to no more than 25 percent of the total award amount.

Takes effect upon becoming law.
