Appropriates $700,000 from the General Revenue Fund to compensate Dennis Gay for injuries sustained when struck by a Department of Transportation vehicle on February 2, 2005 in Tampa.

Allocates $500,000 of the award to a special needs trust for Dennis Gay's benefit, with any remaining funds reverting to the General Revenue Fund upon his death, and $200,000 to be paid directly to him for past monetary losses.

Establishes that the Department of Transportation's prior payments of $100,000 each to Dennis Gay and his wife Diana Gay, combined with this $700,000 legislative award, constitute the sole compensation for all present and future claims arising from the incident.

Caps attorney's fees, lobbying fees, trust administration costs, and other similar expenses at 25 percent of the $700,000 appropriation.
