Appropriates $1,437,500 from the General Revenue Fund to compensate Dr. Timothy Kulik for injuries sustained on March 30, 1996, when he was struck by a motor home while exiting a vehicle stopped by Florida Highway Patrol on Interstate 75.

Appropriates $23,000 to compensate Theresa Ann Kulik for loss of consortium resulting from the same incident.

Directs the Chief Financial Officer to issue warrants to both Timothy and Theresa Ann Kulik from Department of Highway Safety and Motor Vehicles funds in the State Treasury.

Limits attorney's fees, lobbying fees, costs, and other similar expenses to no more than 25 percent of the total $1,460,500 awarded.

Establishes the appropriated amounts as sole compensation for all present and future claims arising from the incident that injured Dr. Timothy Kulik.
