Authorizes the Palm Beach County School Board to pay $1,900,000 to David Abbott (guardian of Carl Abbott) as compensation for injuries Carl Abbott sustained when struck by a school district bus on June 30, 2008.

Establishes payment structure of $211,111.11 annually from 2011 through 2018, and $211,111.12 in fiscal year 2019, with payments ceasing upon Carl Abbott's death after the final payment.

Guarantees a minimum payment of $633,333.33 (three annual payments) to the guardian if Carl Abbott dies within 3 years of the act's effective date.

Limits attorney's fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the total $1,900,000 award.

Designates the combined statutory liability payment ($100,000) and this appropriation as sole compensation for all present and future claims arising from the incident.
