Appropriates $2,720,000 from the General Revenue Fund to Karen W. Stripling for damages resulting from a breach of contract by the Department of Education on a performance-based grant contract for Florida Read & Lead, Inc.

Directs the Chief Financial Officer to issue a warrant to Stripling for $2,720,000 from Department of Education funds in the State Treasury.

Limits attorney's fees, lobbying fees, costs, and similar expenses to not exceed 25 percent of the total award amount.

Declares the $2,720,000 award as sole compensation for all present and future claims arising from the contractual dispute and related damages described in the bill's preamble.

Takes effect upon becoming law.
