Appropriates $1.7 million annually for 8 consecutive fiscal years (2011-2012 through 2018-2019) to purchase a structured settlement annuity for Marissa Amora's lifetime habilitative care.

Funds come from the Department of Children and Family Services Administrative Trust Fund, or the General Revenue Fund if insufficient funds are available.

Limits attorney's fees, lobbying fees, and related costs to 25 percent of the total award, which cannot exceed $18.2 million in nonrecurring funds.

Waives all state lien interests held for Marissa Amora's medical treatment and relieves the guardianship from any obligation to reimburse Medicaid, Medicare, or the Agency for Health Care Administration.

Constitutes a continuing appropriation and fulfills the legislative intent from chapter 2008-258, Laws of Florida, to provide full compensation for injuries and damages resulting from Department of Children and Family Services negligence.
