Prohibits drivers from using electronic communication devices to compose, send, or read text-based communications (including text messaging, email, instant messaging, or paging) while operating a motor vehicle on streets or highways in Florida.

Exempts law enforcement officers and emergency medical services personnel performing official duties from the texting prohibition.

Allows use of electronic communication devices while driving to report illegal activities, summon emergency help, or prevent injury or property damage.

Establishes violations as noncriminal traffic infractions with a fine of $100 per offense.

Takes effect July 1, 2011.
