Revises s. 215.425 to permit bonuses and severance pay for public hospital officers, agents, employees, and contractors paid from nontax revenues and nonstate-appropriated funds.

Requires bonus policies to base awards on work performance, describe evaluation standards, notify employees before the evaluation period, and consider all employees for eligibility.

Limits severance pay in contracts to a maximum of 20 weeks of compensation and prohibits severance for termination due to misconduct; settlement severance pay limited to 6 weeks without restrictions on discussing disputes.

Prohibits employment contracts involving extra compensation from including provisions that limit any party's ability to discuss the agreement or contract.

Repeals s. 373.0795 prohibiting severance pay for water management district officers and employees, and removes prior provisions allowing counties and municipalities to establish independent bonus programs.
