Requires municipal assessments for retail, wholesale, and historic business districts to be approved by majority vote of affected property owners in an election.

Mandates that counties or municipalities under Governor review develop a consolidation plan for all administrative direction and support services including asset sales, building inspections, parks and recreation, facilities management, information systems, and purchasing.

Authorizes financial emergency review boards to consult with other governmental entities regarding consolidation of administrative and support services, and allows the Governor or Commissioner of Education to require implementation of such consolidation plans.

Establishes that failure by governing body members of local governmental entities or district school boards to resolve a state of financial emergency constitutes malfeasance, misfeasance, and neglect of duty under the Florida Constitution.

Takes effect July 1, 2011.
