Creates new requirement for physicians licensed under chapters 458 or 459 to screen for autism spectrum disorder using American Academy of Pediatrics guidelines when parents report symptoms, and refer to appropriate specialists if medically necessary.

Defines "appropriate specialist" to include psychologists, psychiatrists, neurologists, and developmental or behavioral pediatricians who are licensed and experienced in evaluating autism spectrum disorder with training in validated diagnostic tools.

Requires health insurers and health maintenance organizations to provide direct patient access (without referral) to appropriate specialists for minimum of three visits per policy year for screening, evaluation, or diagnosis of autism spectrum disorder for eligible individuals.

Maintains existing coverage limits of $36,000 annually and $200,000 lifetime maximum for autism spectrum disorder treatment including speech therapy, occupational therapy, physical therapy, and applied behavior analysis, with annual adjustments beginning January 1, 2011.

Takes effect July 1, 2011.
