Renames the Agency for Enterprise Information Technology to the Department of Information Technology and transfers it from the Executive Office of the Governor to become an independent department effective July 1, 2012.

Requires the department's executive director (Chief Technology Officer) to have a degree in engineering, computer science, information science, or information systems, at least 7 years of executive-level IT management experience, be appointed by the Governor subject to Senate confirmation, and serve at the Governor's pleasure.

Establishes three divisions within the department: Division of Strategic Procurement, Division of Policy Formation/Development/Standards, and Division of Implementation, with defined responsibilities for enterprise IT procurement, policy standards, and technology execution.

Requires the department and state agencies to identify all IT-related positions and resources by August 1, 2011, and directs the department to submit a plan by September 1, 2011 for transferring all state IT operations to the department for the 2012-2013 fiscal year.

Mandates the department's annual work plan include specific proposals for financial management system reengineering, customer-relationship management systems, consolidation of all state data centers by January 1, 2014, and migration to cloud computing infrastructure by January 1, 2016.
