Defines "publicly owned performing arts center" as a facility with at least 200 seats owned and operated by a county, municipality, or special district that promotes performing, visual, or fine arts.

Creates an exemption from public records requirements for donor and prospective donor information (name, address, telephone number) to publicly owned performing arts centers if the donor requests anonymity.

Creates an exemption from public records requirements for donor and prospective donor information to the direct-support organization of the Legislative Research Center and Museum at the Historic Capitol if the donor requests anonymity, and requires anonymity be maintained in auditor reports.

Both exemptions are subject to the Open Government Sunset Review Act and automatically repeal on October 2, 2016, unless the Legislature reenacts them.
