Amends Section 283.31, Florida Statutes to revise record-keeping requirements for state agency publications costing more than the CATEGORY THREE threshold in s. 287.017.

Requires agency records to include: the purpose and need for the publication, legislative or administrative authority, sources of funding, number of printed copies and frequency, and reasons for choosing the printing method.

Mandates written justification for printing and distributing physical copies versus electronic availability, with this justification to be included in the agency's legislative budget request submitted under s. 216.023.

Requires comparative costs of alternative printing methods be included in records when such costs were a factor in the printing decision.

Effective date is July 1, 2011.
