Eliminates the mandatory statewide septic tank evaluation program that required Department of Health to assess system conditions every 5 years beginning January 1, 2011.

Repeals the grant program (Section 381.00656) that provided financial assistance to low-income homeowners (133% of federal poverty level or below) for septic system inspections, pumping, repairs, or replacements.

Removes the $15-$30 evaluation report fee for 5-year septic system evaluations and eliminates the allocation of $1-$5 per report to fund the grant program.

Maintains the prohibition on land application of septage from onsite sewage systems effective January 1, 2016, and retains enforcement and citation authority for septic system violations.
