Requires persons discovering contamination during site rehabilitation to notify the Department of Environmental Protection and specified entities within 10 days, instead of only notifying the department.

Expands the department's notification responsibilities to include local government officials, legislators, school district superintendents, and property owners within 500-foot radius (for certain rehabilitation types) or 250-foot radius (for others) of contaminated sites.

Mandates that school district superintendents, private school officials, and child care facility directors provide annual notice to teachers, parents, and guardians during site rehabilitation periods.

Authorizes the department to verify compliance with notice requirements and pursue enforcement against responsible parties for noncompliance.

Allows the department and local governments to recover notification costs (postage, materials, labor) from responsible parties, except for state-funded cleanup under specific provisions.
