Creates the "T. Patt Maney Veterans' Treatment Intervention Act" to provide special sentencing and treatment options for military veterans convicted of crimes related to combat-service conditions.

Requires courts to hold a veterans' status hearing before sentencing if a defendant alleges the offense resulted from posttraumatic stress disorder, traumatic brain injury, substance use disorder, or psychological problems from military combat service.

Establishes pretrial intervention programs for veterans charged with felonies or misdemeanors, allowing voluntary admission for combat veterans suffering from service-related conditions; charges may be dismissed and expunged upon successful program completion.

Permits courts to place eligible veterans on probation or community control with mandatory treatment in programs with experience treating combat veterans, with preference for programs through the Department of Veterans Affairs or U.S. Department of Veterans Affairs.

Exempts treatment services provided by the Department of Veterans' Affairs or U.S. Department of Veterans Affairs from standard government contract requirements; effective July 1, 2011.
