Agency for Health Care Administration, in consultation with Office of Insurance Regulation, shall conduct a study evaluating medical necessity, efficacy, and costs of requiring health insurers and health maintenance organizations to provide coverage for cranial-skull-molding orthotics and therapies for deformational or positional plagiocephaly.

Study shall assess whether coverage gaps exist in small and large group insurance markets for medically necessary plagiocephaly treatment and evaluate benefits and costs provided to Medicaid recipients and Children's Medical Services Program enrollees.

Agency may contract with actuaries from the American Academy of Actuaries and health insurance experts to assist in evaluating the medical necessity, efficacy, and costs of mandated coverage.

Agency shall report findings and recommendations regarding mandated insurance coverage for plagiocephaly treatment to the President of the Senate and Speaker of the House by January 1, 2012.

$25,000 in nonrecurring funds appropriated from the Insurance Regulatory Trust Fund to the Office of Insurance Regulation for fiscal year 2011-2012 to fund the study.
