Removes the October 1, 2004 deadline for the Department of Education to select a common student assessment instrument and protocol for measuring student learning gains and progression in juvenile justice education programs.

Removes the January 1, 2005 implementation deadline for the assessment instrument and protocol in all juvenile justice education programs statewide.

Requires the Department of Education to submit an annual status report to the Legislature detailing assessment results for student learning gains and progression in juvenile justice education programs.

Requires the annual report to include the methodology the Department of Education uses to ensure student performance data is complete and reliable.

Takes effect July 1, 2011.
