Removes the January 1, 2006 deadline for public utilities to offer purchase contracts to renewable energy producers, requiring continuous offerings instead.

Changes payment provisions for renewable energy contracts from the utility's "full avoided costs" to the utility's "equivalent cost-recovery rate for projects constructed pursuant to s. 366.92(4)".

Maintains the requirement that contracts provide a minimum term of at least 10 years and allow capacity payments exclusion when the renewable generator is unlikely to provide capacity value.

Allows prudent and reasonable costs associated with renewable energy contracts to be recovered from ratepayers through cost-recovery clause mechanisms without differentiation among customer classes.

Takes effect July 1, 2011.
