Establishes the "Florida Ban on Texting While Driving Law" prohibiting operation of motor vehicles while manually typing or sending/reading text-based messages on wireless communications devices.

Provides exceptions for emergency vehicle operators, law enforcement, reporting emergencies, receiving navigation/safety alerts, and voice communications that do not require manual text entry.

Classifies first violations as noncriminal nonmoving traffic infractions and second or subsequent violations within 5 years as moving violations under chapter 318.

Restricts enforcement to secondary action only, requiring law enforcement to detain a driver for another traffic violation before citing texting infractions.

Assigns 6 driver's license points for unlawful use of wireless communications device resulting in a crash, effective October 1, 2011.
