Amends Florida's public broadcasting program system to include support for nondenominational television stations licensed by the Federal Communications Commission as full-power educational broadcast stations as of July 1, 2011.

Expands eligible recipients of state support and funding to include these nondenominational stations in addition to existing Corporation for Public Broadcasting qualified educational radio and television stations.

Authorizes the Department of Education to provide equipment, funds, and services to extend and update educational television and radio systems, provided stations are either Corporation for Public Broadcasting qualified or nondenominational educational broadcast stations licensed by the FCC as of July 1, 2011.

Permits funds appropriated for educational television or educational radio to be used interchangeably for either service or both.

Takes effect July 1, 2011.
