Extends forensic services eligibility to persons charged with misdemeanors in addition to felonies across all relevant statutes.

Requires forensic facilities operated by the Department of Children and Family Services and Agency for Persons with Disabilities to accommodate defendants found incompetent to proceed or acquitted by reason of insanity due to mental illness, mental retardation, or autism.

Establishes that jails may serve as emergency facilities for up to 15 days for forensic clients awaiting admission to permanent facilities, during which evaluation and treatment may be provided.

Modifies involuntary commitment criteria by changing "would offer" to "offer an opportunity" for improvement in less restrictive treatment alternatives for defendants with mental illness, retardation, or autism.

Changes reporting timeline language from "No later than 6 months" to "Within 6 months" for administrator determinations regarding defendant competency regaining and continued commitment criteria.
