Eliminates the statewide septic tank evaluation program that required system owners to have their systems evaluated every 5 years and the associated procedures and enforcement mechanisms.

Removes the requirement for the Department of Health to implement and administer the evaluation program by January 1, 2016, including rules for pump-out schedules, repair requirements, and contractor submission of evaluation results.

Deletes the evaluation report fee (previously $15-$30) that was to be collected by evaluators and submitted to the department, with portion of fees designated for a septic tank repair grant program.

Repeals section 381.00656 relating to the grant program for repair of onsite sewage treatment and disposal systems that was funded through evaluation report fees.

Retains the prohibition on land application of septage effective January 1, 2016, and maintains other provisions regarding permits, citations, enforcement procedures, and remaining fee schedules for system construction, permits, and inspections.
