Reenacts multiple Florida statutes related to affordable housing programs that were originally amended by Senate Bill 360 (2009-96), including provisions for private activity bonds, community land trusts, property tax exemptions, and housing finance corporation programs.

Repeals section 420.9078 regarding state administration of Local Government Housing Trust Fund while reenacting section 420.9079 to establish the fund's creation, administration by the Florida Housing Finance Corporation, and use of documentary stamp tax revenues for affordable housing programs.

Establishes definitions and criteria for affordable housing assistance programs serving extremely-low-income, very-low-income, low-income, and moderate-income households, including provisions for community land trusts with 99-year ground leases and nonprofit housing developments.

Requires local governments participating in the State Housing Initiatives Partnership Program to develop local housing assistance plans with affordable housing incentive strategies, including expedited permitting for affordable housing projects and ongoing policy review to reduce housing costs.

Provides retroactive operation to June 1, 2009, to protect parties relying on changes made by chapter 2009-96, Laws of Florida, and cure any alleged constitutional violations, with prospective application if retroactive application is found unconstitutional.
