Requires all antiretroviral agents for HIV treatment to be included on health plan formularies for health maintenance organizations, preferred provider organizations, and other health plans.

Prohibits health plans from restricting antiretroviral agents through prior authorization, step therapy, or other access-limiting procedures.

Applies the antiretroviral agent requirement to out-of-state group health insurance policies that cover Florida residents.

Creates three new statutory sections (627.6404, 627.6572, and 641.31093) establishing identical HIV treatment coverage requirements across different insurance plan types.

Takes effect July 1, 2011.
