Requires the Florida Department of Health to include air quality testing and monitoring of enclosed ice skating rinks as part of its environmental health program to protect visitors and employees from harmful gases and particles.

Authorizes the Department of Health to adopt rules establishing air quality standards, testing and monitoring requirements, equipment maintenance standards, ventilation requirements, and recordkeeping procedures for enclosed ice skating rinks.

Allows the Department of Health to assess fees not to exceed actual administrative costs and enforce compliance through citations and administrative penalties.

Grants the Department of Health authority to enter and inspect enclosed ice skating rinks at reasonable hours to determine compliance with applicable air quality statutes and rules.

Increases maximum administrative fine to $500 per violation for breaches of the ice skating rink air quality standards, effective July 1, 2011.
