Adds "homologue" definition to Florida drug law as a chemical compound differing by one or more alkyl functional groups on an alkyl side chain.

Adds four synthetic cannabinoids to Schedule I controlled substances: CP 47,497, HU-210, JWH-018, and JWH-073.

Makes possession of 3 grams or less of the newly scheduled synthetic cannabinoids a first-degree misdemeanor, but excludes powdered forms from this provision.

Reenacts related statutes regarding prohibited acts, penalties, trafficking provisions, and the Criminal Punishment Code offense severity chart to incorporate references to the new Schedule I substances.

Takes effect July 1, 2011.
