Replaces the term "handicap" with "disability" throughout the Florida Civil Rights Act of 1992 and adopts the federal Americans with Disabilities Act as state law effective July 1, 2011.

Amends section 393.13 to specify that persons with developmental disabilities have a right to be free from negligence and clarifies that both individuals and entities are liable for damages for violations.

Prohibits operators of public lodging and food service establishments from discriminating based on disability and expands the definition of "public accommodations" to include facilities covered under federal Title III of the Americans with Disabilities Act.

Creates the "Floridians with Disabilities Act" (section 760.15) making civil and administrative remedies available under the Florida Civil Rights Act of 1992 to address violations of the federal Americans with Disabilities Act.

Clarifies that persons with disabilities may file complaints with the Florida Commission on Human Relations within 365 days of an alleged violation, but cannot pursue relief under this section if they have already commenced an action in state or federal court under the federal act.
