Requires Public Service Commission (PSC) commissioners to observe and abide by the Code of Judicial Conduct during docketed proceedings, with material violations subject to suspension or removal by the Governor.

Prohibits commissioners and their direct reporting staff from initiating, engaging in, or considering "prohibited communications" (unserved written or unnoticed oral communications) in docketed proceedings, with exceptions for undocketed workshops and internal affairs meetings.

Requires all communications between commissioners and regulated entity representatives to be posted on the PSC website within 72 hours, with 72-hour advance notice required before meetings or calls with regulated entities; allows Public Counsel to participate.

Extends post-service restrictions for former commissioners and commissioner's direct reporting staff from 2 years to 4 years, prohibiting them from appearing before the PSC, lobbying the state legislature or executive branch, or accepting employment from regulated entities, applicable to those appointed on or after July 1, 2011.

Changes Public Counsel reconfirmation requirement from biennial (every 2 years) to every 4 years.
