Requests Congress to enact legislation allowing civil penalties recovered under the Clean Water Act from the Deepwater Horizon oil disaster to be distributed for Gulf Coast recovery instead of automatically deposited into the Oil Spill Liability Trust Fund.

Proposes creating a Gulf Coast Recovery Fund managed by a Gulf Coast Recovery Council to provide long-term environmental and economic recovery assistance in the Gulf region.

Directs recovered penalties to the five Gulf states to enable individual state recovery efforts and deposits remaining penalties into the Oil Spill Liability Trust Fund for future oil spill response.

References an April 20, 2010 explosion that spilled at least 170 million gallons of oil into the Gulf, causing damage to Florida's coastline, fishing industry, and tourism sector.

Directs copies of the memorial to be sent to the President, Senate President, House Speaker, and all members of the Florida Congressional delegation.
