Increases Century Commission membership from 15 to 18 members, including the chairs of legislative growth management committees and three cabinet secretaries (Community Affairs, Environmental Protection, Transportation) plus the director of the Office of Tourism, Trade, and Economic Development.

Requires the commission to develop a strategic plan addressing the state's growth management system with 10-year, 25-year, and 50-year planning horizons and submit it to the Governor and Legislature by November 15, 2012, along with progress reports by November 15, 2011 and March 15, 2012.

Changes voting requirement from three-fifths to a simple majority for commission actions and increases meeting frequency requirement from three to six times per fiscal year.

Provides that the executive director be appointed by the Secretary of Community Affairs and ratified by the commission, with the Department of Community Affairs required to fund the commission through June 30, 2013 with a specific budget line item.

Abolishes the commission and expires this section on June 30, 2013.
