Adds parents of deceased combat veterans to those eligible for lifetime free annual entrance passes to state parks, along with existing surviving spouses.

Extends lifetime free annual entrance passes to state parks to surviving spouses and parents of law enforcement officers and firefighters who die in the line of duty.

Designates the boat basin on Grand Lagoon at St. Andrews State Park in Bay County as "Jack Mashburn Marina" and directs the Department of Environmental Protection to erect suitable markers.

Exempts state park properties with free-roaming animal populations from liability provisions under section 588.15, Florida Statutes.

Allows municipalities containing state parks to use surcharge proceeds from park admissions for beach renourishment or restoration in addition to land acquisition, but excludes these funds from state matching fund calculations.
