Increases age requirement for child restraint devices from 5 years old to 7 years old, or until the child reaches 4 feet 9 inches in height, effective January 1, 2012.

Specifies approved restraint devices include vehicle manufacturer's integrated child seats, separate child safety seats, or child booster seats that comply with Federal Motor Vehicle Safety Standard No. 213.

Allows courts to dismiss first-time violations if the operator obtains a federally approved child restraint device.

Exempts emergency situations and children with medical conditions documented by a health professional from booster seat requirements for children ages 4-7.

Establishes a grace period beginning July 1, 2011, during which drivers receive verbal warnings and educational materials instead of citations for violations that will become enforceable January 1, 2012.
