Increases aggressive careless driving threshold from two to three simultaneous or successive traffic violations; imposes $100 fine for first violation and $250-$500 fine for second or subsequent violations, with mandatory hearing required for repeat offenses.

Allocates fines from aggressive careless driving violations to trauma centers (50%), emergency medical services (50%), and educational materials about highway safety, with $200,000 in first year and $50,000 annually in years two and three.
