Authorizes school districts to request extensions to their educational plant survey submission deadlines for up to 180 days, with a maximum of four consecutive extensions per survey.

Requires extension requests to be submitted to the Department of Education at least 90 days before the current deadline and include a superintendent's letter citing the specific need plus a formal department application with supporting data and school board member signatures.

Prohibits school districts from contracting for new construction projects during extension periods, except for local bonded projects and those financed with voter-approved one-half-cent sales surtax for public school capital outlay.

Requires the State Board of Education to adopt rules implementing the extension process.

Effective date: July 1, 2011.
