Prohibits use or application of cadmium exceeding 75 parts per million on surface coatings or substrate materials in children's jewelry, toys, and child care articles sold in Florida, as determined by ASTM International Safety Specification on Toy Safety (ASTM Standard F-963).

Defines "child" as an individual 7 years of age or younger, and "child care article" as products designed to facilitate sleep, relaxation, feeding, or assist with sucking or teething.

Exempts collectible toys not marketed to or intended for use by children younger than 14 years of age from cadmium restrictions.

Establishes criminal penalties for non-individual consumers who knowingly and intentionally violate cadmium limitations, classified as a felony of the third degree.

Takes effect July 1, 2011.
