Chief Financial Officer shall review and analyze the procurement process for design, build, and maintenance of state buildings and facilities, including contracting procedures, lines of authority, selection methodology for fixtures and furnishings, and required approvals.

Chief Financial Officer shall submit a written report to the President of the Senate and Speaker of the House by October 1, 2011, with recommendations for revising law or rules to promote transparency and accountability in the state's design-build process.

Governmental agencies and school boards may reopen negotiations with a selected firm following termination of negotiations with another selected firm, replacing prior language requiring negotiations proceed only in order of qualification.

Effective date is July 1, 2011.
