Establishes a monthly systems benefits charge of 25 cents per residential, commercial, and industrial electric utility customer beginning January 1, 2012, with collected funds deposited into the Sustainable and Renewable Energy Policy Trust Fund.

Creates a direct-support organization governed by a nine-member board to administer the trust fund and support renewable energy projects, with priority funding for solar rebate backlogs, innovation-to-market projects, and energy conservation for low-income housing.

Amends renewable energy purchase contract requirements to base payment provisions on a utility's equivalent cost-recovery rate for clean energy projects rather than full avoided costs.

Extends the Solar Energy System Incentives Program expiration date from June 30, 2010 to June 30, 2016, and revises solar photovoltaic rebate amounts to $2.50 per watt for year one, $2 per watt for years two and three, and $1.50 per watt for subsequent years.

Corrects a reference in the farm-to-fuel initiative statute to direct coordination with the Florida Energy and Climate Commission instead of the state energy office.
