Revises definitions of "mobile home" to exclude recreational vehicles originally sold as such, and adds new definition of "occupancy" for recreational vehicles based on length of guest stay rather than vehicle storage time on site.

Establishes uniform state standards for mobile home parks, lodging parks, recreational vehicle parks, and recreational camps to be administered by the Department of Health, with local governments required to maintain consistency with these standards.

Requires operators to obtain annual operating permits and authorizes the department to conduct construction reviews and approvals before commencement of new parks or modifications requiring new sanitary facilities or additional sites.

Sets annual operating permit fees at $3.50 to $6.50 per space (maximum $600, minimum $50) and makes it a second-degree misdemeanor to operate without a permit or refuse to pay required fees.

Establishes that separation and setback distances for recreational vehicles are fixed at the time of initial approval, eliminates guest register inspection requirements by the department, and clarifies liability protections for park operators regarding guest property damage.
