Redefines "storage" in household moving services as temporary warehousing of goods under the mover's care, custody, and control.

Changes mover and moving broker registration from annual to biennial renewal, with registration fees calculated at $300 per year and allows the Department of Agriculture to extend expiration dates up to 12 months to establish staggered renewal dates.

Preempts most local ordinances and regulations governing movers and moving brokers, except for ordinances originally enacted by counties before January 1, 2011, which may impose reasonable registration fees not exceeding administrative costs.

Allows local governments to continue levying local business taxes on movers and moving brokers under chapter 205, and restricts registration and bonding requirements to movers whose principal place of business is within that county's jurisdiction.

Becomes effective July 1, 2011, with retroactive application to local ordinances adopted on or after January 1, 2011.
