Creates Drug Deterrence Pilot Program within Agency for Workforce Innovation requiring drug testing for unemployment benefit claimants and recipients in Regional Workforce Board 18 as a condition of receiving benefits.

Requires screening mechanism to identify likely illicit drug users; individuals flagged must submit to drug testing after eligibility determination, with written notice and acknowledgment of testing policy and right to refuse.

Disqualifies individuals from benefits for refusing to submit to testing or testing positive for drugs; positive test results bar benefits for up to 52 weeks and until individual earns at least 17 times their weekly benefit amount.

Establishes testing procedures including specimen collection with privacy protections, documentation requirements, preservation of positive samples for at least 6 months, and allowance for retesting; test results from approved laboratories are self-authenticating and create rebuttable presumption of drug use in hearings.

Requires agency to report to Governor and Legislature by January 1, 2013 on testing numbers, results, denied/terminated benefits, costs, and savings; directs Office of Program Policy Analysis and Government Accountability to evaluate cost-effectiveness and provide recommendation on program continuation; program expires June 30, 2013.
