Requires the Department of Corrections and Parole Commission to establish agreements implementing the federal Rapid Removal of Eligible Parolees Accepted for Transfer (REPAT) program to deport eligible aliens from state prisons.

Allows the Control Release Authority to set deportation-related control release dates after an alien has served a minimum of 50 percent of their court-imposed sentence, rather than the standard eligibility requirements.

Requires eligible aliens to voluntarily waive all administrative and judicial appellate rights in writing and agree to cooperate with federal authorities to obtain travel documentation and facilitate their removal.

Authorizes the Department of Corrections to maintain exclusive custody and responsibility for transporting aliens until they are transferred to federal custody, and requires aliens to waive extradition rights and acknowledge they must return to serve their full sentence if they reenter the United States.

Requires the department to compile statistics on the program including the number of aliens transferred to federal custody, actually removed, who reenter the United States, and the cost-avoidance achieved.
