Represents partial satisfaction of a $34,418,577 jury judgment affirmed on appeal; $10,550,000 has already been paid under a settlement agreement.

Limits attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the $2 million appropriated.

Declares the combined payments constitute sole compensation for all present and future claims arising from Darian Brown's injuries.
