Amends Florida's public meetings law to require boards and commissions to provide members of the public an opportunity to be heard before or during consideration of agenda items on which official acts will be taken, subject to reasonable rules adopted by the board or commission.

Exempts the public hearing requirement from emergency situations affecting public health, welfare, or safety when compliance would cause unreasonable delay, and from ministerial acts.

Allows boards and commissions subject to Chapter 120 to adopt rules that limit speaking time, require group representatives instead of all members to speak at large meetings, and prescribe procedures for individuals to request to be heard.

Takes effect July 1, 2011.
